CEBU CITY SEAL SCHOLARSHIP PROGRAM WITH UC

The Cebu City Council ratified a memorandum of agreement (MOA) between the local government and 16 schools, which includes University of Cebu, involved in the city's scholarship program. City Councilor Alvin Dizon, who sponsored the resolution, said Vice Mayor Augustus “Joy” Young wanted the the MOA ratified to strengthen the agreement's effectivity and so that schools would not have problems collecting the P10,000 financial aid given to each scholar.

“We need to ratify it, to strengthen the partnership, since the MOA was done during the previous administration,” Dizon said. Dizon said the schools have not yet collected payment since the scholarship program has just started. The city government was anticipating the schools to collect the scholar's tuition by the end of the first semester this October.

However, Dizon said only 60 to 70 percent of high school graduates or 3,000 of the 5,000 students in Cebu City availed of the city government’s program. Under the program, Cebu City high school graduates will receive P10,000 financial assistance to encourage them to enrol in college. Dizon said some students didn't avail of the program because their parents couldn't affort to pay the balance of tuition in various schools. Although rates vary, tuition for a full semester load in a private colleges is about P15,000 to P25,000.

PRC RELEASED JULY 2010 PNLE RESULT

The Professional Regulation Commission (PRC) announced that 37,679 out of 91, 008 (41.40%) passed the Philippine Nurses Licensure Examination given by the Board of Nursing last July 3-4, 2010 in all PRC Regional offices.

The members of the Board of Nursing are Carmencita M. Abaquin, chairman; Leonila A. Faire, Betty F. Merritt, Perla G. Po, Marco Antonio C. Sto.Tomas (inhibited), Yolanda C. Arugay and Amelia B. Rosales (inhibited), members.

The results of examination for five (5) examinees were withheld pending final determination of their liabilities under the rules and regulations governing licensure examination.

Those who will register are required to bring:

•duly accomplished Oath Form or Panunumpa ng Propesyonal,
•current Community Tax Certificate (cedula),
•2 pieces passport size picture (colored with white background and complete name tag),
•1 piece 1” x 1” picture (colored with white background and complete name tag),
•2 sets of metered documentary stamps, and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2010-2013.

Successful examinees should personally register and sign in the Roster of Registered Professionals.

AUGUST 30 - HOLIDAY!

Malacañang has declared August 30, National Heroes' Day, a holiday. The declaration was made after Malacañang reviewed Proclamation 1841 signed by former President Gloria Macapagal Arroyo declaring the regular holidays, special (non-working) days and special holidays for schools for the year 2010. Arroyo had previously set the schedule for holidays this year to allow businesses to adjust schedules and promote productivity.

Lacierda said the holidays will be reviewed on a case-to-case basis similar to President Benigno Aquino III's decision declaring August 21 a holiday in observance of Ninoy Aquino Day, instead of August 23 as provided for in Proclamation 1841.

He said the Aquino administration is not trying to repeal the holiday economics law, which requires that most holidays, except those with religious significance, be shifted to the nearest Monday. “That law itself provides for the President to modify or change the holidays. He is empowered to do so, under that law,” the spokesman said.

University of Cebu President Atty. Augusto W. Go was conferred the honor Knights in the Pontifical Order of St. Sylvester together with Dr. Manuel Lim, Lino Francisco Lebron and businessman Leo Liu and his wife Dame Norma Lim Liu, who was also cited for her support of various archdiocesan programs.

The Pontifical Equestrian Order of Pope St. Sylvester is sometimes referred to as the Sylvestrine Order or the Pontifical Order of Pope St. Sylvester. It is one of five Orders of Knighthood awarded directly by the Pope as Supreme Pontiff and head of the Catholic Church and as the Head of State of Vatican City.

The said honor is given to Roman Catholic laymen who are actively involved in the life of the Church, particularly as exemplified in the exercise of their professional duties and mastership of the different arts.

During the ceremony, the knight recipients were dressed in a black uniform with gold embroidery and a broad ribbon with black and red stripes. Each received a gold medal and carried a gold-tipped sword.

Meanwhile, Cardinal Vidal in an interview with the press explained that the honor was created by the Pope to celebrate his jubilee in Rome. “This was also done in honor of St. Sylvester. The Pope awards this honor to certain individuals for outstanding work involved with peace in the world,” said Vidal.

KNIGHT IN THE PONTIFICAL ORDER OF ST. SYLVESTER

The Pontifical Equestrian Order of St. Sylvester Pope and Martyr (Latin: Ordo Sanctus Silvestri Papae, Italian: Ordine di San Silvestro Papa), sometimes referred to as the Sylvestrine Order or the Pontifical Order of Pope St Sylvester, is one of five Orders of Knighthood awarded directly by the Pope as Supreme Pontiff and head of the Catholic Church and as the Head of State of Vatican City.

It is intended to award Roman Catholic laymen who are actively involved in the life of the church, particularly as it is exemplified in the exercise of their professional duties and mastership of the different arts.

Awards of the Order are generally made on the recommendation of Diocesan Bishops, or of Apostolic Nuncios (nominations may be made by parish priests to their bishop for his consideration). Awards are also granted on recommendation of the Papal Secretary of State. Pope John Paul II extended membership in the Order to ladies as well as gentlemen.

INFORMATIVE VIDEO ON DENGUE

DENGUE CASES UP BY 75%

Department of Health (DOH) Secretary Enrique Ona said dengue is now a "serious concern" after the number of cases rose by 75% from January to August this year, compared to the same period last year.

A total of 54,659 dengue cases were reported nationwide from January 1 to August 14, 2010, much higher than the recorded 31,248 cases in the same period in 2009. There were 429 deaths recorded in the last seven months and almost 80% of the cases recorded belonged to the 1-20 year old age bracket.

Ona said he met with ASEAN ministers of health to discuss the worsening dengue situation in what he calls the "belt of dengue," which includes other Southeast Asian countries like Burma, Laos, Vietnam, Indonesia and Malaysia.

"This is a serious concern. As a matter of fact, nag-agree din po ang mga minister of health na ipagsasama namin ang ating kagalingan sa research para masugpo ang dengue (As a matter of fact, ASEAN ministers of health agreed to combine our resources for research on how to fight dengue)," he said.

He said the Philippines and other countries are continuously looking for new ways of preventing and curing the disease, including efforts to change the genetic makeup of mosquitoes and to develop a vaccination for dengue.

"Specifically I cannot say if it will take us 1 year or 3 years [to develop a vaccine for dengue], but we will have scientific cooperation to pool our resources for research among other ASEAN nations," he said.

"The best effort still is to really clean [the surroundings] and to make sure that there's no stagnant water," he said, adding that stagnant water, whether clean or dirty, can become breeding ground of dengue-carrying mosquitoes.

Flags across the Philippines will fly at half mast tomorrow, Wednesday, on a national day of mourning for Hong Kong tourists killed in a hostage crisis, amid a hailstorm of criticism over alleged police blunders.

President Benigno Aquino called the day of mourning to remember the eight tourists who perished when police stormed a hijacked bus to end a day-long hostage siege in the heart of Manila's tourist belt on Monday.

Survivors and the bodies of the dead are due to be flown back late Wednesday to Hong Kong, where fears are mounting of possible retaliation against the army of Filipinos working in the southern Chinese city.

Small ceremonies were held around the Philippines while Internet social networking sites were flooded with messages from Filipinos apologising to the victims' families and hitting out at police for bungling the rescue attempt.

SRP TUNNEL NOW OPEN 24 HOURS



Starting at 6 a.m. today, the tunnel at the Plaza Independencia will be opened for traffic 24 hours everyday to help decongest the traffic problem within the vicinity and other nearby areas.

The decision to open the tunnel for traffic everyday was reached after City Traffic Operations Management chairman Sylvan “Jack” Jakosalem met with the representatives of the Department of Public Works and Highways and the contractor, Kajima Construction.

For security reason, however, vehicles transporting fuel and liquefied petroleum gas are banned in the tunnel. Aside from these, more than six-wheeler trucks, including garbage trucks, motorcycle and bicycles are also banned.

Jakosalem said traffic enforcers will be posted always at the entrance of the tunnel to screen the vehicles to pass through it. A 60-kilometer per hour speed limit will also be strictly imposed. Jakosalem also said a team of policemen will also patrol the tunnel to secure the motorists and properties from unscrupulous persons.

He is hoping that with the opening of the tunnel, traffic congestions at the vicinity of Plaza Independencia and adjoining areas will be addressed. Kajima Construction started building the P1.6 billion tunnel in 2006 in order not to destroy the historic value of the century-old public plaza.

Cargo trucks and other vehicles more than six-wheels can take the M.C. Briones Street near the City Hall in going to the South Coastal Road and a road near the plaza for those coming from the SRP.

MISS PHILIPPINES IN MISS UNIVERSE 2010 TOP 5

"You know what, Sir in my 22 years of existence I can say that there is nothing major major, I mean, problem that I have done in my life. Raj was almost replaced by Bb. Pilipinas runner-up Helen Nicolette Henson after being stripped of her crown and title when organizers of the Binibining Pilipinas-Universe pageant found "inconsistencies" on her birth certificate.

The Binibining Pilipinas Charities, Inc. said Raj would be reinstated on the condition that she is able to obtain a valid Philippine passport. "We have reassessed the situation pertaining to Miss Maria Venus Raj and have decided, for humanitarian reasons, that if she is able to obtain a valid Philippine passport, we will reinstate her as the reigning Bb. Pilipinas-Universe," said the BCPI.

Raj then obtained a valid Philippine passport from the Department of Foreign Affairs, despite saying she should be reinstated without condition. On August 4, Raj flew to the United States to represent the Philippines, competing with 82 other beauty queens from Albania to Zambia in a pageantry of swimsuits, evening gowns and quick-thinking interview skills in the their quest to bring home the 2010 Miss Universe crown.

Miss Philippines, Venus Raj, was heavily applauded after being declared the fourth runner-up in this year's Miss Universe pageant, participated in by 83 contestants from around the world.

LETTER TO THE WORLD



In an attempt to inform the world of the good things about Philippines following Monday’s hostage crisis, 15-year-old Reigno Jose Dilao writes a letter to the world. Dilao, a 4th year student of Samar National High School, posted the letter at CNN’s iReport site Monday at around 10:00 P.M. after the hostage crisis ended leaving at least 10 people dead, including the gunman.

As you are reading this letter, I bet that you have seen/heard about what happened earlier in our country.

Tourists were hostages of a policeman here, Rolando Mendoza. After a few hours of the horrible crime, some of the victims were dead including the hostage-taker.

I wrote this letter not just to apologize but also to let everyone know that we Filipinos are not all like Mendoza. We are loving and good-hearted people.

For so many years, our country has been standing tall and surpassing every dilemma; be it small or big. Years ago (back when I wasn’t born yet), you have watched us fight for what we think is right. We fought for the democracy of our nation.. The EDSA revolution. But that’s just one out of many.

Second. We Filipinos have been serving other countries for our families and we treat you as our own as well. With all due respect, I thank you all for giving us the trust through the years. For helping us to become what we are now.

The Philippines is more than just a group of islands. We are a nation of strong and remarkable people. A country of beauty and love known to be hospitable and well-valued. I humbly apologize for what happened tonight. No one in this world would want something like that to happen for life should be valued.

I politely ask the attention of the world. Please do not judge and mistreat us just because of what happened tonight. I have been searching the net and found terrible things. Hong Kong advices to avoid travels here, China and HK bans Filipinos and that Philippines is the worst place to go.

I can’t blame you for what you have decided but I hope that you could understand. Our country is now in a sea of problems. And I know for sure that we helped you in a way or another. Let peace and understanding reign this time.

GRANDSTAND HOSTAGE



A dismissed policeman armed with an assault rifle hijacked a bus packed with tourists, and killed most of its passengers in a 10 hour-hostage drama shown live on national television until last night.

Former police senior inspector Rolando Mendoza was shot dead by a sniper at past 9 p.m. Mendoza hijacked the bus and took 21 Chinese tourists hostage, demanding his reinstatement to the police force. The hostage drama dragged on even after the driver of the bus managed to escape and told police that all the remaining passengers had been killed.

Late into the night assault forces surrounded the bus and tried to gain entry, but a pair of dead hostages handcuffed to the door made it difficult for them. Police said they fired at the wheels of the bus to immobilize it. Police used hammers to smash windows, door and windshield but were met with intermittent fire from the hostage taker. Police also used tear gas in an effort to confirm if the remaining hostages were all dead or alive. When the standoff ended at nearly 9 p.m., some four hostages were rescued alive while Mendoza was killed by a sniper.

Initial reports said some 30 policemen stormed the bus. Shots also rang out, sending bystanders scampering for safety. It took the policemen almost two hours to assault the bus because gunfire reportedly rang out from inside the bus. Mendoza hijacked the tourist bus in the morning and took the tourists hostage.

Mendoza, who claimed he was illegally dismissed from the police service, initially released nine of the hostages during the drama that began at 10 a.m. and played out live on national television.

TREES SAVE LIVES

LOCAL legislators yesterday called for the planting of more trees, especially along roadsides and ravines to prevent accidents. Their clamor came a day after a pine tree stopped a mini-bus filled with students from fallling off a cliff in Dalaguete town on Friday.

Provincial Board Member Agnes Magpale said the incident is a “good example” that proves the value of nature. “We encourage local government units to plant trees in critical areas (across the province),” Magpale said in a phone interview.

She said the provincial government has been urging local government units and the public to plant trees under the eGWEN (Expanded Green and Wholesome Environment that Nurtures Our Cebu) program, a partnership of the province and the Ramon Aboitiz Foundation Inc. since August 2008.

Vice Gov. Gregorio Sanchez also sees the need to plant trees along the road to avoid accidents. “It’s already very dangerous for vehicles to travel especially with ravines on the sides. This is worth looking into,” he said. He said none of the legislators has passed a resolution that promotes the planting of trees along the roads.

A pine tree saved a mini-bus with 32 passengers, mostly students from Cebu City, from rolling down a mountain road in Dalaguete town and falling into a ravine. The bus, which had pulled over after overheating, sped downhill in reverse. If not for a pine tree at the edge of the cliff that stopped the slide, the busload of graduating students of Don Bosco Technological School would have become statistics of a tragic accident.

The tree stopped the bus from falling into the 500-foot deep ravine. Bus driver Reynaldo Quevedo has been investigated following the incident, said Raul Aguilos, director of the Land Transportation Office in Central Visayas (LTO-7).

Derek Anthony Redmond (born 3 September 1965, in Bletchley, Buckinghamshire, England) is a retired British athlete. During his career, he held the British record for the 400 metres sprint, and won gold medals in the 4x400 metres relay at the World Championships, European Championships and Commonwealth Games.

However his career was blighted by a series of injuries, and he is best remembered for his performance at the 1992 Olympic Games in Barcelona where he tore his hamstring in the 400 metres semi-final but fought through the pain and, with assistance from his father, managed to complete a full lap of the track as the crowd gave him a standing ovation.

The Palace has declared August 30 a non-working holiday. “August 30 is a holiday. It falls on a Monday, it’s not going to be moved,” said Presidential spokesman Edwin Lacierda. National Heroes Day, celebrated yearly every last Monday of August, falls on August 30.

For regular holidays, employees who report to work receive 200 percent basic wage for the first eight hours, plus an additional 30 percent of the per-hour rate for the succeeding hours counted as overtime.

For special non-working holidays, employees get 130 percent of the daily rate for the first eight hours with additional 30 percent hourly rate for overtime.

President Benigno “Noynoy” Aquino III drew flak this week for not declaring August 23 a holiday despite the Holiday Economics Law implemented by his predecessor, now Pampanga Representative Gloria Macapagal-Arroyo.

Arroyo observed holiday economics through Republic Act 9492, which sought to drive domestic tourism. Under the said law, when a holiday falls on a Wednesday, it will be observed on Monday of the same week. But if the holiday falls on a weekend, it will be observed the following Monday.

DENGUE CASES ON THE RISE

FOR every 1,000 residents in Cebu City this year, one suffered from dengue fever.

The Cebu City Health Department reported a 35.31 percent increase in dengue fever cases from January to July, compared to figures from the same period in 2009. Six persons died of dengue fever in the first half of the year, compared to 13 deaths in the same period last year, said the City Epidemiology Statistics and Surveillance Unit (CESSU).

Still, with the rains becoming more frequent, city officials reminded communities to rid their surroundings of areas where the dengue-carrying aedis aegypti mosquito might breed. From January to July this year, Cebu City’s CESSU recorded 820 dengue fever cases, from 606 cases in the same months last year. Males make up 53.6 percent of the patients, and the fever hit a broad range of ages, from three months to 78 years old.

Barangay Guadalupe reported the most number of cases, with 59, followed by Mambaling, 39; Punta Princesa, 34 cases; Labangon, 30 cases; and Basak San Nicolas, 29 cases. The other barangays in the top 10 are Lahug (28), Talamban and Tisa (27 each), Apas (24) and Mabolo (23).

Assistant City Epidemiologist Durinda Macasucol said they are regularly conducting “search and destroy” operations, especially in barangays with a high incidence of dengue fever.

UPDATE ON HOLIDAY

Malacañang on Wednesday evening finally decided that August 21 is a non-working holiday to celebrate Ninoy Aquino Day while Monday, August 23, will be a regular working day.

Presidential Spokesman Edwin Lacierda said President Benigno S. Aquino III is empowered under the Holiday Economics Law which was signed by former President Gloria Macapagal Arroyo "to modify holidays by law, order, or proclamation."

"The purpose for observing Ninoy Aquino Day on August 21 instead of August 23 is to avoid the imposition of unnecessary financial burden upon the employers, ensure the continuity of government, business, and commercial transactions, promote productivity, while at the same time preserve the solemnity of the observance," Lacierda said.

Lacierda earlier in the day said Aquino on Tuesday discussed the matter with some Cabinet members asking for inputs on the efficiency of whether or not to declare August 23 a holiday. August 23 is the nearest Monday to August 21 which is the day to honor of Benigno "Ninoy" Aquino Jr. the President's martyred father. Then President Arroyo in 2007 signed into law Republic Act 9492, which allows moving certain public holidays to the nearest Monday, except those religious in nature.

The "holiday economics" policy is supposedly meant to boost local tourism but some businessmen had complained about too many declared holidays during the previous administration.

August 23 & August 30, 2010, both Mondays, are declared as as a special non-working holiday and regular Philippine holiday, respectively. The Philippine President, Benigno “P-Noy” Aquino III. is not expected to undo the previous administration’s set schedule for the upcoming August holidays of 2010.

In fact, RA No. 9256 commemorates the Death of Senator Benigno Aquino, Jr, the current president’s father. Ninoy Aquino Day is set this year for August 23, Monday nearest August 21. This is followed by the Aug 30 regular holiday for National Heroes Day (last Monday of August). This results in two consecutive long weekend s for Filipino families.

IS AUGUST 23 A HOLIDAY?

Malacañang said on Saturday it is still reviewing whether or not to declare August 23 (Monday) as a holiday in deference to former President Gloria Macapagal Arroyo's holiday economics law. Presidential Spokesperson Edwin Lacierda said that though President Aquino is "not inclined" to observe the holiday economics law of his predecessor, the Palace is still studying the possibility of declaring August 23 as a holiday.

He said it will be announced within the week for the benefit of the public, particularly those who are planning to have a vacation during the long weekend if ever a non-working day will be declared on August 23. According to Lacierda, President Aquino is sensitive when it comes to celebrations concerning his parents, the late Sen. Benigno S. Aquino and the late former President Corazon C. Aquino. August 21 is the death anniversary of Sen. Benigno S. Aquino Jr., which falls on a Saturday.

"I understand na madami na din ang gumagawa ng plano tungkol dun kung magbabakasyon [there are people who are already planning to have a vacation assuming there will be a long weekend]," he said. "There's a holiday economics law so pag-uusapan namin ni Pangulong Aquino although nasabi na rin nya na he's not inclined to do so... pero pag-aaralan and we'll let you know as early as next week [There's a holiday economics law so the President and I will talk about this although he already said he's not inclined to do so... But we'll review it and we'll let you know as early as next week]," he said.

Former President Arroyo signed Republic Act 9492 or the Act Rationalizing the Celebration of National Holidays in July 2007, which moves majority of the holidays in the country to the nearest Monday. This would enable the public to enjoy a long weekend and also lure more tourists in the country. But last Friday, President Aquino said his administration is mulling to review the holiday economics of the Arroyo administration.

CESDEV JOINED SMB's TREES BREW LIFE



San Miguel Brewery, Inc. yesterday launched the "Trees Brew Life" program in six major areas in the country, including Mandaue City. The Trees Brew Life program aims to initiate an action to preserve, protect, and restore the environment from the abusive acts of man. The tree planting activity started at 6:00am beneath the Marcelo Fernan Bridge.

All San Miguel Brewery, Inc. employees of, the local government unit of Mandaue City headed by Mayor Jonas Cortes, Mandaue Chamber of Commerce, Inc., students from major universities of Cebu, and Mandaue City residents took part in the tree planting activity.

Ceremonial mugs with a seedling in it were given to Mayor Mike Rama for Cebu City, Mayor Jonas Cortes for Mandaue City, and Vice Mayor Allan Bucao for Talisay City, a symbolic gesture which signified that they would lead their constituents to preserving the environment and at the same that they must also do their part.

San Miguel Brewery, Inc. aims to plant sixty-thousand seedlings per year. San Miguel Brewery, Inc.'s "Trees Brew Life" program is part of the Mandaue Business Movement.
