NINE CEBU CITY BARANGAYS ARE NOT COMPLIANT TO RA 9003

At least nine barangays in Cebu City have not complied with the law on the handling of solid waste, according to a study conducted by law students. Freshman law students of the University of Cebu (UC) found that only barangay Luz had fully complied with the provisions of Republic Act No. 9003, otherwise known as The Ecological Solid Waste Management Act of 2001.

The barangays that have not complied with the law are barangays Bulacao, Mambaling, Inayawan, Apas, Kamputhaw, Ermita, Capitol Site, Guadalupe and Tisa.

The law students organized by environmentalist lawyer Gloria Ramos submitted to Cebu City Mayor Michael Rama on Friday the continuation of their study on the status of the top 10 Cebu City barangays cited by Philippine Earth Justice Center (PEJC) as having the largest volume of garbage dumped at the Inayawan landfill in the last two years.

Barangay Luz has already been taken out of the list after it met the requirements of RA 9003. “Mayor Rama said he would use the data gathered by the law students and would take actions based on it,” Ramos said. “Our students followed a certain matrix on how to go about the study. Although it was already found out that other barangays started with the implementation with the law, still they fall short of what was required of them to do,” Ramos told CDN.

In June, another study will be submitted to the Office of the Mayor, and if the barangays still fall short of what was expected of them, then cases will be filed against them. “Based on our study, most of the barangays fell short on the material recovery facitity (MRF) and on composting,” said April Rose Yosores, 25, a first-year student of the UC. Although they found out that most of the MRFs are already under construction, the delay is already starting to become a concern.

The provisions of RA 9003 were supposed to have been fully implemented in 2008. Christine Nejudne, 25, was assigned to study barangay Capitol Site. “When we had our study at Capitol Site, we got a chance to go to the Inayawan landfill and what we saw there was compelling enough to urge these barangays to seriously implement what the law has obliged them to do,” Nejudne told .

Based on their study, the Inayawan landfill is already posing a serious threat to the health condition and safety of the people living within and around the dumpsite since it is already filled beyond its allowed capacity.

Ramos said the distribution of the waste shredders would ease the continuous rise of the waste being thrown into the landfill. Under the leadership of Councilors Nida Cabrerra and Edu Rama, the city has already distributed waste shredders to these barangays in an effort to reduce the waste thrown into the landfill.

Ivy Jane Boholst Cabunilas, 33, was attending English class at the Kings Education Limited school at the third floor of the CTV building when an earthquake leveled the structure. Ivy’s husband, JR, who is also based in New Zealand together with their twin daughters called up Ivy’s aunt, Cecilia Ragay, at her home in barangay Mohon, Talisay City, last Tuesday.

“Momi, prayers lang gyud, Momi. Hinaut lang ta nga apil na si Ivy sa buhi (Prayers, Mommy, just prayers. We hope Ivy is included among the living),” JR’s text message read. The frantic husband told Ragay that they were unable to contact Ivy since last Tuesday's earthquake.

Elsewhere, hope remains for relatives of Cebuana nurses Rhea Mae Sumalpong and Emmabelle Anoba, who offered prayers and said they have “gut feelings” that the two survived the wreckage. “We're 100 percent hopeful that Rhea is alive. No one can take hope away from us. No matter what, we close our eyes to news reports that everyone inside the CTV building is dead. We remove that from our minds,” said a teary-eyed Dr. Ethel Uy, Sumalpong's aunt.

Dr. Uy said New Zealand authorities coordinated with Rhea's housemates to uncover the identities of the trapped nurses. Uy said Philippine Charge d’Affaires Giovanni Palec also coordinated with them based on the information given by Sumalpong’s housemate, Ariel Amado Caballero.

Caballero, a nurse from San Fernando town, Cebu, served as the contact of Sumalpong’s relatives in New Zealand. Uy said Sumalpong's parents are ready to go to New Zealand but were advised not to go at this time until the fate of their daughter is certain.

For her part, 51-year-old Anabella Anoba told CEBU DAILY NEWS that her “mother's instincts” tell her that Emmabelle is still alive. She believes she is alive because she knows Emmabelle as “a fighter.” Anabella said Uy broke the news to them about Emmabelle on Tuesday. Since that day, they’ve been able to establish communication only through Emmabelle’s friends through the social networking site Facebook. They're also monitoring the news on cable.

Anabella said she wanted to go to New Zealand but travel expenses prevent her from doing so. Emmabelle, a graduate of the University of Cebu-College of Nursing, worked at the South General Hospital’s intensive care unit for two years and seven months. Her decision to go to New Zealand was partly influenced by co-workers at the hospital including Rhea.

Emmabelle resigned from work on October last year and spent the rest of the months working on her visa. She was supposed to go together with Rhea last October but her initial visa application was denied. Emmabelle also worked at a Korean language school last January but quit after receiving her visa to New Zealand.

CHURCH ASKS FOR PRAYERS

THE Cebu Archdiocese called for prayers for the safety of Cebuano nurses and others trapped inside the collapsed Canterbury TV (CTV) building in Christchurch, New Zealand.

Msgr. Achilles Dakay, Archdiocese spokesman, said overseas workers in New Zealand and other countries should coordinate with the Overseas Worker’s Welfare Association (OWWA) so the church can help keep track of their whereabouts.

“They should also let us know so the church can welcome them and take care of them,” Dakay told CEBU DAILY NEWS. He said the Catholic Church has an active presence in New Zealand and can extend aid to the victims and their kin.

CEBUANOS ARE TRAPPED IN CHRISTCHURCH

Six Cebuanos are reportedly missing in Christchurch, New Zealand, after a strong earthquake hit the country. Their families said the 6 Filipinos are trapped inside a building. Ethel Uy, an aunt of one of the victims, called up ABS-CBN News to report the incident. She relayed the story on how her niece, Rhea Mae Sumalpong, was trapped inside the building.

"The last time we talked was at 9 a.m. last Tuesday. When I heard about the earthquake in New Zealand, I tried contacting her. But her phone can't be reached. One of their companions was able to text us that they're trapped in the building and they need to be rescued," she said. The other nurses who were trapped are John Kristoffer Chua, Emmabelle Anoba, Jewel Francisco, Ezra Mae Medalle, Jessie Lloyd Redoble.

They went to New Zealand to study and get accreditation as registered nurses. They were studying under Kings Unlimited, which was located inside the Canterbury Television Building. In a video interview with ABS-CBN News Cebu, the parents of Rhea Mae, who are based in Australia, said their daughter’s foot is fractured and she can hardly move.

"That's what I’m asking now from Sto. Niño, that she'll be safe," Marlyn Sumalpong said.The mother of Emmabelle, is worried. She hasn't slept the entire night while monitoring the situation in New Zealand. "I can't sleep. I’m always thinking. I'm worried about my child. It’s just her second day there," she said.

The victims’ families urged the Philippine government to help them and pressure the rescuers in New Zealand to continue the rescue operations. According to the families, the rescue operations have stopped due to the dangerous situation in the area.

"It’s not true that there are no Filipinos in the earthquake. I hope the government sees this, thus making it clear that there are Filipinos trapped in the building and they need help," Ethel Uy said.

STATE OF EMERGENCY DECLARED IN CHRISTCHURCH



New Zealand's prime minister says at least 65 people have died after a 6.3-magnitude earthquake hit Christchurch. John Key said the toll was expected to rise further, adding: "We may be witnessing New Zealand's darkest day." The tremor caused widespread damage as it occurred at a shallow depth of 5km (3.1 miles) during lunchtime when Christchurch was at its busiest.

The mayor of New Zealand's second-biggest city says 120 people have been rescued from the ruins. The country's deadliest natural disaster in 80 years struck at 1251 (2351 GMT on Monday), 10km (6.2 miles) south-east of the city.

The damage is said to be far worse than after the 7.1-magnitude quake on 4 September, which left two people seriously injured but no fatalities. The epicentre of that quake, which occurred in the middle of the night, was further away from the city and deeper underground, but it still caused an estimated $3bn (£1.9bn) in damage.

TV pictures of the aftermath of Tuesday's disaster showed scores of collapsed buildings in the South Island city of nearly 400,000 people. Shocked survivors could be seen wandering the rubble-strewn streets, which cracked open as the ground beneath was liquefied by the tremor.

Police said that the dead included people on two buses which were crushed by falling buildings. Officials said up to 30 people were feared still trapped inside the razed Pyne Gould Guinness building, where screams have been heard from the ruins.

Nonito Donaire Jr. formalized his entry into boxing's current elite and emerged as another Filipino boxing superstar, destroying his first big-name opponent in years in Mexican Fernando Montiel in two rounds to claim the WBC and WBO bantamweight championships at the Mandalay Bay Resort and Casino in Las Vegas today.

Donaire landed a devastating counter left hook to the head that sent Montiel on his back, legs twitching, two minutes into the second round. A visibly shaken Montiel beat the mandatory eight count but the Filipino cracked him with a couple of unanswered blows, prompting the referee to stop the bout at the round's 2:25 mark.

Donaire started out the fight strong, displaying fine counter-punching while maintaining his distance against Montiel, a known slugger. The Filipino, a switch-hitter, landed a handful of counter hooks to Montiel's head to finish the first round on top.

With the win, Donaire (26-1, 18 KOs) clinched his third world title in three divisions, having been champion at flyweight (112 lbs) and superflyweight (115 lbs). Montiel, also a champion in three weight classes, absorbed his third loss – the first via knockout.

INITIAL REGISTRATION INSTRUCTIONS

Professional Regulation Commission (PRC) instructions for new professionals who have just passed the nursing board exam (Nurse Licensure Examination):

Initial registrants should come personally to the PRC office to affix his/her signature in the registry book.

REQUIREMENTS DURING INITIAL REGISTRATION:

1. Duly-accomplished Oath Form or “Panunumpa ng Propesyonal” form. You may download the Oath Form or “Panunumpa ng Propesyonal” form posted below. (This Oath Form is also available at the PRC.)
2. Current Community Tax Certificate (cedula).
3. Two (2) pcs. passport size pictures with name tag (for Oath Form and Certificate of Registration).
4. One (1) pc. 1×1 picture in plain background with complete name tag (for Registry of Professionals).
5. Two (2) sets of metered documentary stamps (for Oath Form and Certificate of Registration).
6. One (1) short brown envelope with your NAME and PROFESSION (Nurse) written on it.
7. Initial Registration Fee of PhP 600 (six hundred pesos).
8. Triennial Registration Fee of PhP 450 (four hundred fifty pesos) for 2011 – 2014.

INITIAL REGISTRATION PROCEDURE:

Step 1. Accomplish the Oath Form or “Panunumpa ng Propesyonal” form.
Step 2. Pay for two sets of metered documentary stamps (one stamped on the Oath Form and one for the Registration Certificate) at the Customer Service Center.
Step 3. Present duly-accomplished Oath Form (where your profession belongs, for verification of records and assessment at Window 14, Window 19, Window 28 or at PRC Service Center, Ever-Recto.)
Step 4. Pay prescribed fees at the Cashier.
Step 5. Sign in the Registry Book and receive your claim slip at: Window 17, Window 20, Window 27.
Step 6. Claim your professional ID as scheduled (usually after 2 months upon registration). Refer to your claim slip for further instructions.

Certificates and PRC ID shall be claimed by the licensee personally at the Central Office or the Regional Office where the application has been filed. If there is an unavoidable need for a representative, the representative must present his/her identification paper with picture and a Special Power of Attorney.

IN CASE THE REGISTRANT IS LOCATED ABROAD:

1. The following are the requirements:

Take the professional’s oath before the Philippine Consul.
Special Power of Attorney notarized by the Consul.
Copy of passport page showing personal data.
Copy of passport page showing date of entry abroad.
2. Refer to PRC Resolution No. 2006-313 Series of 2006 (Resolution amending item No. 1, Paragraph 3 of Commission Resolution No. 2004-235 Series of 2004 regarding the personal filling up of entries of data in the registry of professionals.)

The performance of schools in the December 2010 Nurse Licensure Examination is made public and published in compliance to the provision set forth in R.A. 8981 otherwise known as the PRC Modernization Act of 2000 Section 7(m) which is to monitor the performance of schools in licensure examinations and publish the results thereof in a newspaper of national circulation.

A total of 29,711 out of 84,287 passed the Nurse Licensure Examination given by the Board of Nursing in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Cebu, Dagupan, Davao, Ilocos Sur, Iloilo, La Union, Legazpi, Lucena, Nueva Ecija, Pagadian, Pampanga, Tacloban, Tuguegarao and Zamboanga in December, the Professional Regulation Commission said.

The members of the Board of Nursing are Carmencita M. Abaquin, Chairman; Leonila A. Faire, Betty F. Merritt, Perla G. Po, Marco Antonio C. Sto.Tomas, Yolanda C. Arugay and Amelia B. Rosales, Members.

The results of examination with respect to two (2) examinees were withheld pending final determination of their liabilities under the rules and regulations governing licensure examination.

Those who will register are required to bring the following:

Duly accomplished Oath Form or Panunumpa ng Propesyonal
Current Community Tax Certificate (cedula)
2 pieces passport size picture (colored with white background and complete name tag)
1 piece 1” x 1” picture (colored with white background and complete name tag)
2 sets of metered documentary stamps, and
1 short brown envelope with name and profession

They will have to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2011-2014. Successful examinees should personally register and sign in the Roster of Registered Professionals.

PNLE RELEASE: A DATA ANALYSIS

This is a data analysis for the possible release date of December 2010 NLE results. It is expected that the December 2010 NLE results will be released within February 14-18, 2011. The predicted dates are based on a statistical data analysis using the data of nursing board exam results from June 12, 2001 to July 3, 2010. Some parts of the data analysis are not shown here because of technicality.

The December 2010 NLE results are expected to be released within February 14-18, 2011 as stated earlier. This estimate concurs with the confirmation of release date by the PRC Board of Nursing.


The label "1" is the checking ratio value of June 2001 while the label "19" is the checking ratio of July 2010. Checking ratio value is used to compute the number of working days the NLE result was released by the PRC.

Below is the summary of data analysis of Board of Nursing Examination Results (June 1, 2001 – July 3, 2010). It also includes projection of possible release dates for December 2010 Nursing Board Exam results.



As shown in Table 1, the Board of Nursing has produced already more than 300,000 nurses as of July 2010. Year by year, there has been a steady increase in the number of examinees as well as the number of NLE passers. From just 3,851 examinees in June 12, 2001 to 94,462 examinees in November 2009 or a percent change of 2,353%. The highest passing rate, which is 55.74%, was seen in June 2004 and the lowest passing rate is 39.73%, in November 2009.

For the last four (4) years, BoN has experienced a steady decline of passing rate. This is one of the factors why the Commission on Higher Education (CHEd) imposed a Memorandum Order (CMO) citing "Moratorium on the Opening of All Undergraduate and Graduate Programs in Business Administration, Nursing, Teacher Education, Hotel & Restaurant Management, and Information Technology Education Effective School Year 2011-2012."

Before explaining the details why the release dates of December 2010 Nursing Board Exam results are within February 14-18, 2011, let us define first the term checking ratio. Checking ratio value is the quotient of number of working days the NLE result was released and the number of examinees. To have a bigger checking ratio value, one can multiply it by 100. Hence, a lower checking ratio means a faster processing while a higher checking ratio means a slower processing of exam results.



Table 2 and immediate graph above display the checking ratio value of board of nursing examination results for June 1, 2001 to July 3, 2010. The checking ratio last July 2010 for 91,008 examinees is 0.0461 while the checking ratio in November 2009 for 94,462 is equal to 0.0423. The Board of Nursing was seen to be the slowest in processing the exam results on December 2001, where there were only few examinees, 3,851, while it was fastest on December 2004 for 12,100 examinees.

Considering 40,000 or more examinees, the board was slowest last June 2007 but fastest last November 2009. The average checking ratio for the last 19 examinations is 0.0671. The BoN was seen to be faster than the average for the last 5 examinations. This would mean that the Board of Nursing has done excellent management in processing the nursing licensure examination results in the last 5 exams.

In deciding what checking ratio value to use to forecast or predict the number of working days the December 2010 NLE result will be released, the analyst has done a consideration like forecasting software and others, which will not be discussed here.



The analyst has decided to use the checking ratio value of 0.04411. Thus, the number of days to expect the release date of December 2010 NLE results is 38 days. Applying 1-week interval, we expect the December 2010 nursing licensure exam results to be released within 35 to 42 working days.



Thus, the release date is within February 10-21, 2011 for more accuracy.

A year has passed after I went through one of the hardest "fall" I ever experienced. But with God's grace and with the support from well-meaning friends and family, I was able to hurdle such life-defining event.

I learned a lot from it.
I learned more from it.
And I am continuously learning from it.

My heart and my mind is at peace as I look back for I have found the meaning why it all happened. God allowed it to happen for very important reasons. With reason I look back ... and with a better purpose, I move forward.

CHARITY COMES NATURALLY TO MOST FILIPINOS

The Philippines may not be the paragon of prosperity in the Asia-Pacific region, but when it comes to charity, Filipinos are second to none, according to the latest MasterCard Survey on Ethical Spending.

In the survey, the Philippines topped the most charitable category at 68 per cent. It was followed by Hong Kong, 66 per cent; Malaysia, 63 per cent; and Indonesia, 62 per cent.

The survey, conducted from September 13 to November 11, 2010, involved 10,502 consumers from 24 countries in Asia and Africa. This result may come as a surprise: Respondents from most of the countries covered by the survey may be considered better off than those in the Philippines.

Consumers from these countries have the spending power to acquire all the things they need, and then some. Certainly, they have lots to spare if they choose to share.
And yet, they fail to figure prominently in the charitable works department. While Filipinos, with net income not even close to some of their neighbors, came out on top in this field.

Among respondents from Asia-Pacific, the most charitable consumers are 55 years old and above (57 per cent) and married (51 per cent). Women (50 per cent) tend to donate more than men (48 per cent). Also, 61 per cent of consumers from the Asia-Pacific bought items specifically because they were environment friendly. In fact, the respondents were willing to pay more for these kinds of products. Similarly, 56 per cent of those surveyed said they were willing to pay more for products where a percentage of sale would be donated for a good cause.

LOVE STORY FROM THE HARDCOURT :)

It was an ordinary Sunday. Nothing hinted that it would be anything more than that. I was assigned to cover the Philippine Basketball Association (PBA) game at the Araneta Coliseum, as was my usual Sunday stint. I had my hair cut that day, but it was just a trim. I had lunch with my then boyfriend of nine months earlier that day and even though spending time with him was always special, nothing gave him and his plans away. It was an easy Sunday.

When I got to work, the production team was their usual busy selves. Someone complimented me on my necklace and asked if it was my good luck charm. It wasn’t. I went back to preparing for the coverage. I asked our producer if she was able to find a copy of “Dilemma” by Nelly because she had called me a few nights before asking about “our” song. She said she was putting together a compilation for her beau so she needed inputs. I went back to preparing for the coverage.

Hard at work during the first half of the game, giving reports, insights, invading the teams’ huddles, I was able to sneak back in the dugout because I knew he’d be there, getting ready to play the next game. He looked excited, and understandably so since his Red Bull team was to go up against his old team, Ginebra.

By halftime, my floor director asked me to go to the far end of the court instead of standing near the side of the dugout. They said they wanted to get a different angle and use the scoreboard as the background. I was excited to try something new.

I kept looking back to again see the score as I rehearsed what I was to say on-cam in my head, but the she practically scolded me, saying they needed to measure the light so I had to always face the camera. I’m sure I made faces to make the people in the OB Van laugh.

“Stand by…” I was told. Then, I was on cam delivering my half time break spiel. They tasked me to ask a poll question and I even used my boyfriend as an example, and I had this smirk on my face, feeling giddy like a high school girl inside.

In mid sentence though, I heard something being announced in the coliseum…and it sounded familiar. I heard his voice. But I kept talking and going on with my spiel. Then I managed to look behind me to see what was going on. What I saw was a life altering moment.

“What???” Then a loud thud. I dropped the microphone on the wooden floor and covered my face. It was happening in slow motion, it was even getting hazy. My mind went blank. My stomach was going ballistic. I seriously thought I was going to pass out. “Dilemma” was playing!

“Will you make me the happiest man in the world and be Mrs. Vince Hizon?” he asked. With a microphone connected to the coliseum and tv system in one hand and a bouquet of flowers on the other, wearing his red t-shirt, his black shorts, and a big smile, Vince was walking towards me asking me to be his wife. I could not believe it. Not that I couldn’t believe that he wanted to share the rest of his life with me. I just couldn’t believe that he was asking me in that manner, in front of all those people, and on live television.

I heard screams from the stands and loud thumping on the floor, but it was drowned out by me screaming inside and my heart pounding heavily, ready to burst. Sev Sarmenta came on the microphone and announced, “Ladies and gentlemen, Vince Hizon has just proposed to our colleague, Patricia Bermudez!” That made it all the more surreal. As Paolo Trillo and Direk Fritz Ynfante made me walk to center court, to which I remember saying no to because I was afraid my knees would fail me and part of me was convinced it was just a dream.

“Ano dapat ang sagot?” Sev asked the fans who were extremely elated and on edge like it was the dying seconds of a game 7 finals and everyone was there to see it, including the entire coverage team from Jannelle So, Lala Roque, TJ Manotoc who was crying on Vitto Lazatin’s shoulder, to Coach Leo Isaac, Coach Norman Black, and so many others. Amidst the commotion , there I was, in tears, like someone dear died. It wasn’t very pretty. It wasn’t very easy.

“What’s your answer?” Vince asked me again as he put the microphone to my face. All I could say was, “Are you serious?” I pushed the microphone away. I really didn’t know what my answer was going to be. We had never really talked about marriage. We had only been dating for nine months.

Sev made another comment about Vince’s outfit and that he was dead serious. Vince got down on his knees and asked, “Will you be Mrs. Vince Hizon?” I took a deep breath, and said what was in my heart. “Yes! “Vince Hizon, three points!” When Sev announced that, I was in Vince’s arms. And that was the beginning of our forever.

From hugging each other for what seemed like a lifetime, we took our first steps. But I had to ask him again if he was serious. Never thought anyone would ever love me that much.

No day was ever ordinary from then on.

But did you know that the origin of Valentine's Day, or Saint Valentine's Day, comes from the life and death of a Christian martyr? According to author Martha Zimmerman, the date traditionally celebrated as St. Valentine's Day finds it origin in the Roman festival of romance called Lupercalia, when the gods Juno and Pan were honored. It was a fertility festival or a lover's holiday looking forward to the return of Spring.

In the fifth century, in an attempt to abolish the pagan festival, Pope Gelasius changed Lupercalia and its February 15 date to February 14 and called it Saint Valentine's Day. Even though the names and the date were changed, the emphasis continued to be on love.
