The barangays that have not complied with the law are barangays Bulacao, Mambaling, Inayawan, Apas, Kamputhaw, Ermita, Capitol Site, Guadalupe and Tisa.
The law students organized by environmentalist lawyer Gloria Ramos submitted to Cebu City Mayor Michael Rama on Friday the continuation of their study on the status of the top 10 Cebu City barangays cited by Philippine Earth Justice Center (PEJC) as having the largest volume of garbage dumped at the Inayawan landfill in the last two years.
Barangay Luz has already been taken out of the list after it met the requirements of RA 9003. “Mayor Rama said he would use the data gathered by the law students and would take actions based on it,” Ramos said. “Our students followed a certain matrix on how to go about the study. Although it was already found out that other barangays started with the implementation with the law, still they fall short of what was required of them to do,” Ramos told CDN.
In June, another study will be submitted to the Office of the Mayor, and if the barangays still fall short of what was expected of them, then cases will be filed against them. “Based on our study, most of the barangays fell short on the material recovery facitity (MRF) and on composting,” said April Rose Yosores, 25, a first-year student of the UC. Although they found out that most of the MRFs are already under construction, the delay is already starting to become a concern.
The provisions of RA 9003 were supposed to have been fully implemented in 2008. Christine Nejudne, 25, was assigned to study barangay Capitol Site. “When we had our study at Capitol Site, we got a chance to go to the Inayawan landfill and what we saw there was compelling enough to urge these barangays to seriously implement what the law has obliged them to do,” Nejudne told .
Based on their study, the Inayawan landfill is already posing a serious threat to the health condition and safety of the people living within and around the dumpsite since it is already filled beyond its allowed capacity.
Ramos said the distribution of the waste shredders would ease the continuous rise of the waste being thrown into the landfill. Under the leadership of Councilors Nida Cabrerra and Edu Rama, the city has already distributed waste shredders to these barangays in an effort to reduce the waste thrown into the landfill.

"The last time we talked was at 9 a.m. last Tuesday. When I heard about the earthquake in New Zealand, I tried contacting her. But her phone can't be reached. One of their companions was able to text us that they're trapped in the building and they need to be rescued," she said. The other nurses who were trapped are John Kristoffer Chua, Emmabelle Anoba, Jewel Francisco, Ezra Mae Medalle, Jessie Lloyd Redoble.
They went to New Zealand to study and get accreditation as registered nurses. They were studying under Kings Unlimited, which was located inside the Canterbury Television Building. In a video interview with ABS-CBN News Cebu, the parents of Rhea Mae, who are based in Australia, said their daughter’s foot is fractured and she can hardly move.
"That's what I’m asking now from Sto. Niño, that she'll be safe," Marlyn Sumalpong said.The mother of Emmabelle, is worried. She hasn't slept the entire night while monitoring the situation in New Zealand. "I can't sleep. I’m always thinking. I'm worried about my child. It’s just her second day there," she said.
The victims’ families urged the Philippine government to help them and pressure the rescuers in New Zealand to continue the rescue operations. According to the families, the rescue operations have stopped due to the dangerous situation in the area.
"It’s not true that there are no Filipinos in the earthquake. I hope the government sees this, thus making it clear that there are Filipinos trapped in the building and they need help," Ethel Uy said.

The mayor of New Zealand's second-biggest city says 120 people have been rescued from the ruins. The country's deadliest natural disaster in 80 years struck at 1251 (2351 GMT on Monday), 10km (6.2 miles) south-east of the city.
The damage is said to be far worse than after the 7.1-magnitude quake on 4 September, which left two people seriously injured but no fatalities. The epicentre of that quake, which occurred in the middle of the night, was further away from the city and deeper underground, but it still caused an estimated $3bn (£1.9bn) in damage.
TV pictures of the aftermath of Tuesday's disaster showed scores of collapsed buildings in the South Island city of nearly 400,000 people. Shocked survivors could be seen wandering the rubble-strewn streets, which cracked open as the ground beneath was liquefied by the tremor.
Police said that the dead included people on two buses which were crushed by falling buildings. Officials said up to 30 people were feared still trapped inside the razed Pyne Gould Guinness building, where screams have been heard from the ruins.

3. Two (2) pcs. passport size pictures with name tag (for Oath Form and Certificate of Registration).

5. Two (2) sets of metered documentary stamps (for Oath Form and Certificate of Registration).
6. One (1) short brown envelope with your NAME and PROFESSION (Nurse) written on it.

NLE RESULTS DECEMBER 2010 -

The December 2010 NLE results are expected to be released within February 14-18, 2011 as stated earlier. This estimate concurs with the confirmation of release date by the PRC Board of Nursing.
The label "1" is the checking ratio value of June 2001 while the label "19" is the checking ratio of July 2010. Checking ratio value is used to compute the number of working days the NLE result was released by the PRC.
Below is the summary of data analysis of Board of Nursing Examination Results (June 1, 2001 – July 3, 2010). It also includes projection of possible release dates for December 2010 Nursing Board Exam results.
As shown in Table 1, the Board of Nursing has produced already more than 300,000 nurses as of July 2010. Year by year, there has been a steady increase in the number of examinees as well as the number of NLE passers. From just 3,851 examinees in June 12, 2001 to 94,462 examinees in November 2009 or a percent change of 2,353%. The highest passing rate, which is 55.74%, was seen in June 2004 and the lowest passing rate is 39.73%, in November 2009.
For the last four (4) years, BoN has experienced a steady decline of passing rate. This is one of the factors why the Commission on Higher Education (CHEd) imposed a Memorandum Order (CMO) citing "Moratorium on the Opening of All Undergraduate and Graduate Programs in Business Administration, Nursing, Teacher Education, Hotel & Restaurant Management, and Information Technology Education Effective School Year 2011-2012."
Before explaining the details why the release dates of December 2010 Nursing Board Exam results are within February 14-18, 2011, let us define first the term checking ratio. Checking ratio value is the quotient of number of working days the NLE result was released and the number of examinees. To have a bigger checking ratio value, one can multiply it by 100. Hence, a lower checking ratio means a faster processing while a higher checking ratio means a slower processing of exam results.
Table 2 and immediate graph above display the checking ratio value of board of nursing examination results for June 1, 2001 to July 3, 2010. The checking ratio last July 2010 for 91,008 examinees is 0.0461 while the checking ratio in November 2009 for 94,462 is equal to 0.0423. The Board of Nursing was seen to be the slowest in processing the exam results on December 2001, where there were only few examinees, 3,851, while it was fastest on December 2004 for 12,100 examinees.
Considering 40,000 or more examinees, the board was slowest last June 2007 but fastest last November 2009. The average checking ratio for the last 19 examinations is 0.0671. The BoN was seen to be faster than the average for the last 5 examinations. This would mean that the Board of Nursing has done excellent management in processing the nursing licensure examination results in the last 5 exams.
In deciding what checking ratio value to use to forecast or predict the number of working days the December 2010 NLE result will be released, the analyst has done a consideration like forecasting software and others, which will not be discussed here.
The analyst has decided to use the checking ratio value of 0.04411. Thus, the number of days to expect the release date of December 2010 NLE results is 38 days. Applying 1-week interval, we expect the December 2010 nursing licensure exam results to be released within 35 to 42 working days.
Thus, the release date is within February 10-21, 2011 for more accuracy.

In the survey, the Philippines topped the most charitable category at 68 per cent. It was followed by Hong Kong, 66 per cent; Malaysia, 63 per cent; and Indonesia, 62 per cent.
The survey, conducted from September 13 to November 11, 2010, involved 10,502 consumers from 24 countries in Asia and Africa. This result may come as a surprise: Respondents from most of the countries covered by the survey may be considered better off than those in the Philippines.
Consumers from these countries have the spending power to acquire all the things they need, and then some. Certainly, they have lots to spare if they choose to share.
And yet, they fail to figure prominently in the charitable works department. While Filipinos, with net income not even close to some of their neighbors, came out on top in this field.
Among respondents from Asia-Pacific, the most charitable consumers are 55 years old and above (57 per cent) and married (51 per cent). Women (50 per cent) tend to donate more than men (48 per cent). Also, 61 per cent of consumers from the Asia-Pacific bought items specifically because they were environment friendly. In fact, the respondents were willing to pay more for these kinds of products. Similarly, 56 per cent of those surveyed said they were willing to pay more for products where a percentage of sale would be donated for a good cause.

When I got to work, the production team was their usual busy selves. Someone complimented me on my necklace and asked if it was my good luck charm. It wasn’t. I went back to preparing for the coverage. I asked our producer if she was able to find a copy of “Dilemma” by Nelly because she had called me a few nights before asking about “our” song. She said she was putting together a compilation for her beau so she needed inputs. I went back to preparing for the coverage.
Hard at work during the first half of the game, giving reports, insights, invading the teams’ huddles, I was able to sneak back in the dugout because I knew he’d be there, getting ready to play the next game. He looked excited, and understandably so since his Red Bull team was to go up against his old team, Ginebra.
By halftime, my floor director asked me to go to the far end of the court instead of standing near the side of the dugout. They said they wanted to get a different angle and use the scoreboard as the background. I was excited to try something new.
I kept looking back to again see the score as I rehearsed what I was to say on-cam in my head, but the she practically scolded me, saying they needed to measure the light so I had to always face the camera. I’m sure I made faces to make the people in the OB Van laugh.
“Stand by…” I was told. Then, I was on cam delivering my half time break spiel. They tasked me to ask a poll question and I even used my boyfriend as an example, and I had this smirk on my face, feeling giddy like a high school girl inside.
In mid sentence though, I heard something being announced in the coliseum…and it sounded familiar. I heard his voice. But I kept talking and going on with my spiel. Then I managed to look behind me to see what was going on. What I saw was a life altering moment.
“What???” Then a loud thud. I dropped the microphone on the wooden floor and covered my face. It was happening in slow motion, it was even getting hazy. My mind went blank. My stomach was going ballistic. I seriously thought I was going to pass out. “Dilemma” was playing!
“Will you make me the happiest man in the world and be Mrs. Vince Hizon?” he asked. With a microphone connected to the coliseum and tv system in one hand and a bouquet of flowers on the other, wearing his red t-shirt, his black shorts, and a big smile, Vince was walking towards me asking me to be his wife. I could not believe it. Not that I couldn’t believe that he wanted to share the rest of his life with me. I just couldn’t believe that he was asking me in that manner, in front of all those people, and on live television.
I heard screams from the stands and loud thumping on the floor, but it was drowned out by me screaming inside and my heart pounding heavily, ready to burst. Sev Sarmenta came on the microphone and announced, “Ladies and gentlemen, Vince Hizon has just proposed to our colleague, Patricia Bermudez!” That made it all the more surreal. As Paolo Trillo and Direk Fritz Ynfante made me walk to center court, to which I remember saying no to because I was afraid my knees would fail me and part of me was convinced it was just a dream.
“Ano dapat ang sagot?” Sev asked the fans who were extremely elated and on edge like it was the dying seconds of a game 7 finals and everyone was there to see it, including the entire coverage team from Jannelle So, Lala Roque, TJ Manotoc who was crying on Vitto Lazatin’s shoulder, to Coach Leo Isaac, Coach Norman Black, and so many others. Amidst the commotion , there I was, in tears, like someone dear died. It wasn’t very pretty. It wasn’t very easy.
“What’s your answer?” Vince asked me again as he put the microphone to my face. All I could say was, “Are you serious?” I pushed the microphone away. I really didn’t know what my answer was going to be. We had never really talked about marriage. We had only been dating for nine months.
Sev made another comment about Vince’s outfit and that he was dead serious. Vince got down on his knees and asked, “Will you be Mrs. Vince Hizon?” I took a deep breath, and said what was in my heart. “Yes! “Vince Hizon, three points!” When Sev announced that, I was in Vince’s arms. And that was the beginning of our forever.
From hugging each other for what seemed like a lifetime, we took our first steps. But I had to ask him again if he was serious. Never thought anyone would ever love me that much.
No day was ever ordinary from then on.

But did you know that the origin of Valentine's Day, or Saint Valentine's Day, comes from the life and death of a Christian martyr? According to author Martha Zimmerman, the date traditionally celebrated as St. Valentine's Day finds it origin in the Roman festival of romance called Lupercalia, when the gods Juno and Pan were honored. It was a fertility festival or a lover's holiday looking forward to the return of Spring.
In the fifth century, in an attempt to abolish the pagan festival, Pope Gelasius changed Lupercalia and its February 15 date to February 14 and called it Saint Valentine's Day. Even though the names and the date were changed, the emphasis continued to be on love.
